First off let's start off by saying, if you bought APB on Steam you will not be able to get a refund (from Steam). Steam explicitly notifies its players they do not offer refunds. Although if you use a couple tactics found on the Steam forums, you can get in contact with EA's help and support and see how other players have been able to get their hands on coupons and other full titles for free. Now be aware this is happening on a case-by-case basis, so if you go in there guns-a-blazing and don't get anything don't get all upset. The best you can do is try because they don't necessarily have to give you anything at all.
Those that bought the box at your local game store are not as lucky. Paul Dounis, the Joint Administrator for Real Time Worlds stated "Customers should revert to the entity from which they bought the game in respect of their entitlement to any refund," which means if you want your money back, you have to talk to the store that you bought it from.
The problem here is that like many other games that have come and gone players purchase these titles on opening day and they have such a short life span that players feel cheated. Unfortunately that's how the business goes, and it seems that one cannot be too careful in the Action-MMO genre. Subscription based games (as well as micro-transaction) can shut down on any given Sunday, so beware of that the next time you pick your next title.
